In my opinion, it seems he likes both girls. I am guessing the first girl is long distance.This is probably why he likes the second girl too. If girl 1 was always around, he wouldn't have time to be thinking about other girls, but while she is away and they are not together, he sees girl 2, and starts flirting. So at this point, he likes both girls.
